Transfers to TSC 2023. The instructors Service Commission (TSC) has made available a list of online applicants who were transferred instructors.
The list covers the professors’ basic biographical details as well as the status of their applications.
14,733 teachers were matched and authorized, while 21,544 are still pending, according to TSC.
In March 2021, TSC will replace the manual application process with a new digitaltform for online transfer applications.
The TSC online transfer portal is https://hrmis.tsc.go.ke/tm-app/apply_transfer.
The status of the transfer application can be confirmed with the TSC County Director.

As an employer, the commission cannot order a teacher to seek for transfer to a specific county.
Similarly, the commission cannot deny a transfer request just because a teacher has not applied to be transferred to his home county,” according to the paper.
Factors to consider when seeking a transfer
- Transfers are also contingent on the station’s availability of vacancies,
- the need for replacement,
- current staffing requirements, and
- medical grounds attested by a registered medical practitioner.
According to a document presented by TSC to the Senate Committee on Education, 36,277 teachers asked for transfers between November 1 last year and January 31 this year.
TSC is adopting the delocalization program in response to the government’s decision to assign teachers to their home counties.
The commission’s data given to the Senate also revealed that the majority of teachers chose to work in Nairobi City County.
1,885 teachers applied to be transferred to the capital city during that time, while 76 asked to be transferred outside of Nairobi. By the end of January, TSC had granted about 41 requests out of 1,162 for primary schools and four out of 723 for senior schools.
There were 1,074 teachers who desired to be moved outside of Bungoma County.
Secondary school teachers also prefer Mombasa County, with 340 of them applying to relocate to the Coastal City compared to 55 who requested to leave.
