The rules for the transfer of teachers employed by the commission are reviewed by the Teachers’ Employer (TSC).
Regulations governing teacher transfers from one station to another appear to have been updated by TSC.
A number teachers with less than five years of service were also impacted by the continuing transfers exercise, which was meant to balance the workforce across the country.

As per to the TSC circular 2022 , it states that the Commission hinted at making teachers who had been employed for at least three (3) years prior to their initial appointment eligible for transfers.
The circular also noted that tea from the North-Eastern part of the region is an exception.

Just before requesting transfers, they must have completed five (5) years of service since their initial appointment.

Before a teacher becomes eligible for transfer, teachers used to need to work in their existing stations for at least five years before being allowed to change.
In addition, TSC emphasized in the circular that transfers involving families and couples who have formally recognized their marital status in the same region or county must be taken into consideration if they are feasible.
Over time, the transfer policy failed to take into account the needs of married instructors who were transferred to distant stations, which made it impossible for families to coexist and limited the timing of family reunions to the holidays.

Teachers can now spend time with their families while working with the Commission thanks to the new 2021–2025 Collective Bargaining Agreement (CBA), which was signed on July 13, 2021.
“TSC shall consider transfer requests for married couples to appropriate stations or locations,” read part of the CBA.

Therefore this simply meant that, if possible, instructors might be transferred to schools close to their partners, depending on the need for an appropriate replacement, the availability of vacancies in the suggested station(s), and the need for equal distribution.

TSC new CBA took into account the fact that teachers who have been diagnosed with a terminal disease and who are 56 years of age or older will not be required to leave their present Sub-County of employment

However, TSC also instructed the committees in charge of reviewing the transfers to make sure that any instructors who had terminal illnesses and any other qualifying individuals did so as well.
Over many years, TSC has struggled with a staffing shortage.

As a result of the rising number of students enrolled in schools, the 100% transfer policy, natural attrition among teachers, and the registration of new schools, there are currently 114,581 teachers needed in primary and post-primary institutions.
