TSC’s approval promotions of teachers who have been acting for 6 months raises issues.

After the Teachers Service Commission (TSC) relaxed the conditions for school administrators to be promoted, teachers nationwide are in a state of panic.

Since the Commission set a six-month minimum period for operating in an administrative post, teachers fear that the next promotion interviews won’t be fair.

During last year’s promotion interviews, TSC reduced the previous requirement that teachers had acted for at least eight years to three years.

In its most recent promotional advertisement, the Commission has now further reduced this to six months.

Teachers have expressed fear that this will allow corruption to flourish since it will be used to exclude more worthy educators who have held their existing positions for a long time.

TSC, however, has been justifying this action, claiming that it is a response to a new law that mandates that one serve in an acting capacity for no more than six months before being confirmed or receiving a special allowance.

Many educators have worked in acting capacities for far longer than the legally required six months, which has alarmed Knut Secretary-General Collins Oyuu.

“We have deputies and school heads who have been in their positions for more than three years. Priority must be given to these people,” Oyuu stated.

As recompense for their extra duties, TSC first suggested special duty allowances for acting school heads and deputies.

The commission notified the Education Committee of Parliament in January that the Salaries and Remuneration Commission (SRC) had concluded talks and that budgetary provisions for the allowance were being investigated.

The recent change, however, gives substantive appointments precedence over allowances.

TSC chief executive Dr. Nancy Macharia blamed the use of acting school heads on a lack of qualified teachers for leadership roles during her appearance before Parliament.

“When the commission does not have enough qualified teachers with the necessary grade and experience for substantive appointment, teachers are only deployed on an acting basis,” Macharia stated.

According to her, the commission is compelled to rely on interim administrators because the government has been opening new schools but has not allocated funds for the promotion of instructors to lead the new institutions.

In addition to their seniors who have served as heads of institutions (HOIs) and deputies for a minimum of six months, TSC now intends to confirm deputy headteachers of primary schools and deputy principals of secondary schools.

On December 17, the Commission announced that 19,943 promotion seats were available for teachers to apply for online.

For the promotion vacancies, TSC has extended an invitation to primary and post-primary teachers to apply online.

Qualified teachers have until midnight on December 30, 2024, to submit an application, according to TSC.

At least 3,300 school heads and deputies are currently acting in their roles, according to TSC data.

Beginning in January, the commission intends to verify the teachers and assign them to their new positions. This comes after Sh1 billion was set aside for teacher advancements.

There are at least 3,359 public schools without a head of school. According to TSC data, there are 1,441 secondary schools without a principal and 1,918 primary schools without a headteacher.

TSC attributes the increased complexity caused by the large number of newly registered schools and the lack of teachers qualified to lead schools.
